Home Builders Association of Virginia Installs 2013 Officers
Richmond, VA — The Home Builders Association of Virginia (HBAV) installed its 2013 officers in a ceremony June 26 at The Hilton Virginia Beach Oceanfront in Virginia Beach, Virginia. Robert B. Mullins, of the Peninsula Housing & Builders Association, succeeds C. Richard Bogese, Jr., of the Home Builders Association of Southside, Virginia, Inc., as president. The Home Builders Association of Virginia is a statewide trade association that represents the interest of the home building industry before state and federal lawmakers and regulators. The organization has more than 4,000 member firms.
HBAV’s 2013 senior officers are:
PRESIDENT – Robert B. Mullins (Peninsula) has been elected to serve as HBAV president. A licensed contractor since 1986, Brian is a commercial and residential developer from Suffolk, Virginia and is founder and owner of Quality Homes Inc. He is a past president of the Peninsula Housing & Builders Association. He has served on the HBAV Executive Committee, Board of Directors, Legislative Committee, and as regional vice president. Mullins is a member of the Fire Services Board and the Board for Housing and Community Development, which prescribes the Uniform Statewide Building Code. He is an active supporter of NAHB and HBAV Build-PAC.

FIRST VICE PRESIDENT/TREASURER – Louis V. Genuario, Jr. (Northern Virginia) has been elected to serve as HBAV first vice president/treasurer. President and co-owner of Genuario Companies/Wakefield Homes, Louis is a second generation developer and home builder concentrating in custom and semi-production homes in the Northern Virginia area and has been a member of NVBIA since 1990. He is a 2003 past president of NVBIA. Over the years Louis has volunteered and held numerous positions within NVBIA and HBAV. He has served on HBAV’s legislative committee, was Area V vice president in 2007, 2008, 2010 and 2011 and is an ardent supporter of HBAV Build-PAC.

SECOND VICE PRESIDENT – John C. Napolitano (Tidewater) has been elected to serve as HBAV second vice president. Senior vice president of Napolitano Homes in Virginia Beach, John is a past president of the Tidewater Builders Association and also served the local association in many other leadership positions since he first joined the Tidewater Builders Association in 1996. In 2011 and 2012 John served HBAV as chairman of the legislative committee, as a member of the executive board and as an HBAV Build-PAC trustee.

ASSOCIATE VICE PRESIDENT – John E. Scott, III, (Blue Ridge) has been elected to serve as HBAV associate vice president. Scott is a sales associate for Builders FirstSource and has been selling building materials in Charlottesville for over 30 years. A long-time member of Blue Ridge HBA, he currently serves as the membership committee chair and is a member of the executive committee. He was honored as their 2007 Associate of the Year, and received the President’s Award for excellence in service in 2011.
Scott and wife Anne reside in Charlottesville, Virginia.
VICE PRESIDENT/SECRETARY – Roger W. Langford, (Richmond) has been elected to serve as HBAV vice president/secretary. Langford is a regional sales director with the Professional Warranty Corporation and has been an active associate member of HBAR since 2002. He was named HBAR’s Member of the Year in 2009 and inducted into the NAHB Society of Honored Associates in 2010. He was nominated by HBAV to be the NAHB Associate of the Year in 2011.
Langford and wife Michelle reside in Richmond, Virginia.
Also installed were the eight regional vice presidents:
REGION I VICE PRESIDENT – Chris M. Pfohl (New River Valley) of Rome Mechanical Inc. has been elected to serve as Region I vice president. He will represent Roanoke and New River Valley.
REGION II VICE PRESIDENT – Billy G. Talbott (Southern VA) of Talbott & Walker LLC has been elected to serve as Region II vice president. He will represent Central and Southern Virginia.
REGION III VICE PRESIDENT – J. M. Snell (Shenandoah Valley) of Valley Renovators Inc. has been elected to serve as Region III vice president. He will represent Augusta and Shenandoah Valley.
REGION IV VICE PRESIDENT – W. Duncan Macfarlane (Blue Ridge) of Macfarlane Homes Inc. has been elected Region IV vice president. He will represent Blue Ridge and Piedmont.
REGION V VICE PRESIDENT – W. Craig Havenner (Northern VA) of The Christopher Companies has been elected Region V vice president. He will represent Northern Virginia and Top of Virginia.
REGION VI VICE PRESIDENT – Jeffrey S. Camden (Southside) of The Design Group Inc. has been elected Region VI vice president. He will represent Richmond and Southside.
REGION VII VICE PRESIDENT – Frank F. Vanecek, Jr. (Rappahannock) of Vanecek Construction LLC has been elected VII vice president. He will represent Fredericksburg and Rappahannock.
REGION VIII VICE PRESIDENT – William H. Halprin (Tidewater) of S L Nusbaum Realty Co. has been elected VIII vice president. He will represent Peninsula and Tidewater.

AWARDS:
BUILDER OF THE YEAR – C. Richard Napier (Richmond) with Napier Signature Homes in Powhatan was selected as the 2011/12 Home Builders Association of Virginia “Builder of the Year.” This award is bestowed annually to the HBAV builder member who has offered exceptional service and dedication to the state association.
ASSOCIATE OF THE YEAR – Richard A. Costello (Peninsula) with Aes Consulting Engineers in Williamsburg was selected as the 2011/12 Home Builders Association of Virginia “Associate of the Year.” This award is presented annually to an associate member, as an individual or company, which has shown outstanding efforts at the state level of the home builders association.
